We have sadly heard a lot recently about dangerous dogs. While there is undoubtedly a problem with some dogs that are specifically bred for their aggressiveness, in the majority of cases it is just a question of not training them properly. However, recently there has been an increase in the use of a very barbaric method of training – a collar which emits an electric shock when the dog misbehaves. While it may seem that this is an effective method of training, in fact it trains a dog to respond out of fear rather than a natural willingness to obey. It does nothing to address underlying behavioural problems and can end up making the dog even more aggressive. In order for the device to work, the dog has to perceive the shock as painful, this is not a mild tingle. These collars are freely available by mail order or over the internet so people can buy them with no training on how to use them, raising the possibility of misuse and cruelty. There was a horrific case in the USA where such a collar was used on a child. When I was lucky enough to be drawn in the ballot for Private Members Bills I decided to use this opportunity to present a Bill which would completely ban the manufacture, importation and use of these devices. I have been helped by the Kennel Club, who also want these collars banned. Both the Police and the Army have banned the use of electric shock collars from their training as have the two largest German Shepherd Dog clubs in the country. The Welsh Assembly are planning to bring forward legislation this year to ban them in Wales, with the Scottish Parliament expected to follow suit. My Bill has all party support and I hope the Government will take on board my proposals. There is a wealth of scientific evidence that these collars are cruel, some dogs have been left with horrific burns on their necks. I want dogs in England to be protected as well as in the rest of the UK. |
